In a country like ours, with rugged geography and high
population dispersion, satellite communication contributes very effectively to
economic development and equal opportunities pursued by the Fourth
Transformation of national life; Therefore, "in the federal
government we must turn our gaze to space."
Communication technology attracts the interest of more
and more young people towards Science, Technology, Engineering and Mathematics,
to constitute new technological specialties, which favor the integration of our
country into the knowledge society.
In addition to contributing to the development of the
country, by expanding the coverage and penetration of telecommunications
infrastructure and, thereby, indiscriminate access to the network, he added.
The access and use of broadcasting and
telecommunications networks, including broadband Internet, under conditions
that are attainable for the entire population, with special emphasis on
vulnerable groups to achieve their digital inclusion and the competitive
development of the country.
State-of-the-art technology is used to make satellite
communication a generating factor of greater well-being and safety for the
entire population. And as a fundamental part of this purpose, we explore
the possibilities of providing access to the Internet, through this route.
Satellite communications have become a fundamental
component of social connectivity programs, especially for rural areas and
difficult access for terrestrial telecommunications operators, facilitating the
use of applications in the field of education, telemedicine, financial
inclusion, as well as linking economic agents of innovation ecosystems anywhere
in the country with the world.
They also strengthen civil protection and national
security operations, assist in the areas of intelligence, law enforcement,
security and decision making.
Considering various international experiences in the
matter, the best practices adopted and some of the concerns that the satellite
operators themselves have expressed, the head of the SCT raised the following
principles and recommendations:

Reduce
regulatory obstacles that create inefficiencies in prejudice of the final
consumer.

Technological
neutrality in regulation and in broadband update plans.
·
Ensure the
present and future use of the spectrum by broadband satellites.
·
Promotion of
efficient investments and innovation.
· Avoid
introducing operational technical parameters that, without providing real
advantages to end users, discriminate against the use of satellite
communication systems.
·
Promote
collaboration between mobile and fixed satellite operators.
· Consider the
relevance of satellite access in non-rural or remote areas, but also in urban
growth areas.
